I have the honour to inform you that an application has been received from Messrs. Blackhead and Company for an area of Crown Land and Foreshore to the North of their present lots at Kowloon. As it is necessary to effect considerable modifications of the boundaries of these existing lots in order to provide for the carrying out of a scheme of main thoroughfares in Kowloon and to bring these lots into conformity with the general scheme of reclamation at this part of the Harbour, I beg to recommend that in view of the expenditure which these modifications will entail, the ground should be sold to them by private arrangement instead of being put up to public auction.

I enclose a tracing in which the area applied for (nearly 76,000 Square Feet) is marked in red. Practically the whole of it will be reclaimed land, and as already mentioned, the reclamation shown on the tracing will be in accordance with the general scheme for reclamation in Hunghom Bay.

3.

The land at present held under lease by Messrs. Blackhead and Company consists of Inland Lot 210 and Marine Lot 34. When the latter was sold to this firm in 1892, Government reserved the right to construct a public roadway
